Because in truth the first time we got that scene of Magneto and Rogue being able to touch was in AOA but that was due to Rogue having siphoned off all the Polaris’s power. They explained it as Rogue being able to put up a magnetic shield around herself and she could make it balance with Magneto’s shield that allowed them to touch. Then they just changed it to Magneto alone can make a shield all on his own that allows him to touch her. But in truth if you read past comics and everything, he didn’t have the ability to do that.
