IMO I think he’s being written as a villain for the sake of it. If his character is intended to be reasonable here, then he could 100% use Wolfman as a secret agent and suppress news about him (or delay it) like with other characters. No reason he can prevent Darkwing II from being infamous but can’t keep Wolfman’s affiliation a secret LOL
